The Union Cabinet has sanctioned the National Mineral Policy 2019. The new policy will ensure more effective regulation, which will also lead to sustainable mining sector development in future while addressing issues of project-affected persons, especially for people residing in tribal areas.. The National Mineral Policy 2019 replaces the extant National Mineral Policy 2008. The mineral sector is regulated through the Mines and Minerals (Development and Regulation) Act 1957 (MMDR Act) enacted by Parliament, and the rules there under and the changes in the law (and rules) and the policy have generally been going in step. Background • In compliance of the directions of the apex Court (Common Cause Vs Union of India), the Ministry of Mines constituted a committee under K Rajeswara Rao, in 2017, to review the NMP 2008. • Based on the recommendations of the committee The National Mineral Policy 2019 replaces the extant National Mineral Policy 2008. The aim of National Mineral Policy 2019 is to have a more effective, meaningful and implementable policy that brings in further transparency, better regulation and enforcement, balanced social and economic growth as well as sustainable mining practices. The The new mineral policy is primarily guided by 'ease of doing businesses' and attracting investments. For an entire decade, India's mining sector has grappled with multiple challenges including illegal and unscientific mining, environmental and statutory process violations The 2019 Policy proposes to grant status of industry to mining activity to boost financing of mining for private sector and for acquisitions of mineral assets in other countries by private sector It also mentions that Long term import export policy for mineral will help private sector in better planning and stability in business mineral resources and its convergence into viable economic alloys and metals, National Mineral Policy (NMP), 2019 has accorded top priority to R&D programmes. For fructification of principles as enunciated in the NMP and for the promotion of R & D in the mining sector, Ministry of Mines has launched a comprehensive Science & Technology Programme. The New National Mineral Policy will ensure more effective regulation and will lead to sustainable mining sector development. It aims to bring in further transparency, better enforcement, balanced social and economic growth. This could significantly address the issues of project affected persons especially those residing in tribal areas. Details The National Mineral Policy 2019 includes provisions which will give a boost to the mining sector such as encouraging the private sector to take up exploration, auctioning in virgin areas for composite RP cum PL cum ML (reconnaissance permit cum Prospective Licensing and Mining Lease) on a revenue share bas
