A limit of 30 miles per hour or 48 kilometres per hour usually applies to all traffic on all roads with street lighting. Speed limits establish a reasonable and safe operating speed for a specific section of roadway. Per California Vehicle code (CVC) Section 22349, the maximum State motor vehicle laws specify speed limits on specific categories of streets and highways. For example, a vehicle code might limit speeds to 25 mph (40 km/h) The current 2009 MUTCD states that the speed limit should be within 5 miles per hours (mph) plus or minus of the 85th percentile speed. The MUTCD does recognize Urban roads with speed limits of 50 km/h or less will not be considered for speed limit reductions in the context of these Guidelines unless within a school.
